CASA in the 2nd Judicial District of Arkansas (Court Appointed Special Advocates) CASA: Helping Abused and Neglected Children Every year in the United States, millions of children are abused, neglected or abandoned by their families. More than 500,000 are removed from their homes, placed in foster care or institutions and eventually brought to court where a judge may only have 15 minutes to decide their future. Should they remain in foster care? Be reunited with parents and family members? Be placed for adoption? Lost in an overburdened child welfare system that cannot pay close attention to the needs of each individual and a legal system that lacks the resources to investigate and focus adequately on each child's situation, these children often have no one to help, no one in the system to speak up for them. That's where CASA- The Court Appointed Special Advocates program comes in.
